You need to create a level for qty 1. Just add the Regular price in qty 1 level.

Example :

Price from qty 1: 100
Price from qty 2: 90
Price from qty 3: 80

The Numbering section, of the WooCommerce PDF Invoicing & Packing plugin, allows you to set the numbering format, prefixed and suffixed with shortcodes for each document.

You can add [wcj_order_date date_format=Y]–[wcj_order_number] Shortcodes to the Suffix field and it will display the order year and order number same as your provided example
